A primary target is military service veterans who have defended the streets of our nation and are now living on them due to the traumas of war.  OPERATION CHILLOUT teams find homeless veterans outdoors in fields, under railroad trestles and bridges, camping near waterways, at soup kitchens and temporary shelters.
